Mobility Management
Morgan County Mobility Management is an innovative approach for managing and delivering coordinated transportation services to customers residing in Morgan County, including older adults, people with disabilities, and individuals with lower incomes, and other populations.
The Morgan County Mobility Manager’s role is to focus on meeting the various individual needs of the riding public and to be their advocate in creating a transportation solution to meet those needs. This can happen through a wide range of transportation options and service providers or through coordinated efforts between them. The Mobility Manager also has a function in planning policy with service providers, transportation plan coordination for Morgan County, and to build local and regional partnerships to meet the current and future needs of the riding public.
The Morgan County Mobility Manager does not work for any specific transportation provider. They do provide transportation options and planning, rider training, trip brokerage, and safe driver training. The Mobility Manager identifies and serves the needs of the public and Morgan County with specific attention to promoting accessibility, education, and awareness to older adults, persons with disabilities, persons with low income, veterans, and other underserved populations.
Morgan County Mobility Manager provides the following services:
- Helps anyone who lives in Morgan County understand and access the transportation options available in the county.
- Serves as an advocate for individuals and agencies who have transportation difficulties.
- Can assist individuals and agencies in resolving any ongoing issues you have with transportation within Morgan County.

As the Morgan County Mobility Manager, Bobby’s role is to focus on meeting the various individual needs of the riding public and to be their advocate in creating a transportation solution to meet those needs. He serves as an advocate for individuals and agencies who have transportation difficulties and can assist individuals and agencies in resolving any ongoing issues they have with transportation within Morgan County.
The role of the Morgan County Mobility Manager is extremely important for the overall transportation needs of the community. Quarterly meetings are held with local organizations including the Morgan County Veterans Services, Morgan County Board of Developmental Disabilities, and the Morgan County Senior Center to discuss transportation needs within the county. Bobby provides safe driver training to any local agency in need and is also a certified first-aid and CPR instructor, which allows him to offer this training to the public.
“Having difficulties with transportation can affect anyone at any time during their life, and I’m fortunate to have a career that allows me to increase understanding and awareness of those needs to the general public. I’m looking forward to helping Morgan County increase their local capacity for transportation services and educate the community of the county’s transportation needs.” Says Bobby regarding his role as Mobility Manager.
Bobby has lived in Morgan County from the age of 7 after his family moved to the area from Indiana. He loves sports, is an avid sports card collector, and has coached football for 34 years for Morgan Local Schools. Bobby currently resides in Malta with his wife and two grandchildren, and he has been the Mobility Manager since 2020 when the program was initiated into the county.
